10 Questions…on Gainsharing for Dr. Rae Walker
With our nation’s medical bill reaching almost $2 trillion annually, hospital administrators are scrambling to cut costs. Gainsharing is a new controversial form of trimming fat, where surgeons share in the savings of using less expensive medical devices. While the new approach is being implemented and considered by some of the largest hospital chains across the country, it calls into question the quality of care by fundamentally changing the hands-off relationship between a hospital and its doctors. Here, Business Advisory Board member Dr. Rae Walker provides a unique perspective on gainsharing and the battles of providing competent care while cutting costs as both a practicing doctor of internal medicine and the chief executive officer of Axiom Medical, a small medical device corporation based in Rancho Dominguez. Newsmakers

Raoul Freeman, professor and chair of computer information systems, was recently re-elected as chair of the Information Systems Commission of Los Angeles County. The Commission, a 10-member body appointed by the Board of Supervisors, provides counsel and oversight to the County's $700-million information technology activities. This marks 11 straight years that his fellow Commission members have elected Freeman chair of this august body, and he is the only academic who serves on the Commission. Topics that have been on the agenda of the Commission recently have included cost effectiveness of E-Government Services, E-CAPS (the County's enterprise resource planning (ERP) and a request for proposal for the next phase of LEADER (a 10,000-work station welfare system).

Linda Groff, professor of political science, attended a Futures conference, titled "Global Soul, Global Mind, Global Action" in November 2005 in Taipei, Taiwan, sponsored by the Graduate Institute for Future Studies at Tamkang University. Groff delivered a plenary presentation, titled "The Future Evolution of Humanity," at the conference with the paper printed in the conference proceedings.

Richard Malamud, professor of accounting, had his article, “Decedent’s tax returns provide clues for finding estate’s assets,” published in the Feb. 1 issue of Spidell's Elder Client Letter. The article discusses the ability of an heir (with a "material interest") to ask the IRS for copies of a decedent's tax return, even though the heir is not an executor, administrator, or trustee to assist in avoiding confrontations between relatives who don't communicate and who otherwise might get involved in litigation, simply to get the same information that the IRS will provide. Spidell Publications, an authority on California tax code, produces a number of similar newsletters for which Malamud has published several previous articles.

Gus Martin, associate professor of public administration, and acting assistant vice president of Faculty Affairs, had a second edition of his 2003 book, Understanding Terrorism: Challenges, Perspectives, and Issues published at the beginning of this year by Sage Publications. Widely used as a textbook, Understanding Terrorism in its new edition will reflect the evolution of the study of terrorism. Martin’s “Terrorism and Extremism” class, which debuted in 2004, currently has 60 students enrolled for the spring semester. According to Martin, CSUDH is one of the first campuses to offer a course on terrorism as part of the criminal justice major.

Leslie Patterson, director of development, was recently elected vice chairperson of the City of Long Beach Human Relations Commission. The Commission makes recommendations to the City Council in the areas of research and education for the purpose of lessening racial and religious prejudice and of fostering attitudes among various groups to lead to civil peace and inter-group understanding.

Larry Press, professor of computer information systems, had an article included in a book published in Nov. 2005 by the International Telecommunication Union (ITU). The book covered many of the themes and presentations delivered at ITU’s “World Summit on Information Systems Thematic Meeting: Building Digital Bridges,” which was held in Busan, Korea in 2005. Press delivered two presentations at the meeting including the “Chairman’s Report,” from which his article was based. He also recently published a separate article, “
Toward a Global Rural Network: Strategy and Action Plan,” that was included in Information Technology for Development, published by John Wiley and Sons in 2005.
